Chrome rims can dull with oxidation. This can be avoided with regular polishing and then coating with paste wax or other treatment. Finishing with window cleaner can also result in shiny rims, so it can be worth giving them a wipe every time you clean the glass on your vehicle. Most wheel cleaners are safe to use on chrome rims, though some can leave streaking. If your rims are already weathered, there are various chrome cleaners/repairers on the market, or if they are very bad they can be professional polished back or even recoated. The best way to avoid staining and weathering is to clean your wheels regularly.
